ATTENDANCE – FIVE-YEAR-OLD KINDERGARTEN AS PREREQUISITE FOR FIRST GRADE

 

 

Any child who wishes to enroll in first grade and has not completed five-year-old kindergarten, regardless of the reason, is required to submit a written request to the superintendent for an exemption from the mandatory kindergarten completion requirement prior to entering first grade.  Kindergarten exemption requests will be reviewed on an individual basis.

 

The Port Edwards Board of Education recognizes that there are occasional circumstances that may allow for the exemption from the mandatory five-year-old kindergarten completion requirement.  These exemptions are:

  1. Before either commencing or completing first grade, the child moved into Wisconsin from a state, country or territory in which completion of a five-year-old kindergarten is not a prerequisite to entering first grade.
  2. Before either commencing or completing first grade, the child moved into Wisconsin from a state, country or territory in which completion of five-year-old kindergarten is a prerequisite to entering first grade and the child was exempted from the requirement to complete five-year-old kindergarten in the state, country or territory from which the child moved.
  3. The child demonstrates to the satisfaction of the First Grade Admission Team, comprised of the teacher, principal and guidance counselor, that he/she possesses the social, emotional and cognitive skills necessary for placement in first grade.  Multiple sources of evaluation data shall be used when making the decision.

 

If a five-year-old kindergarten exemption request is denied, the child’s parent or guardian may request a review of the decision in writing to the Board of Education.  The Board of Education will make the final determination.  Students who feel they have been discriminated against may file a complaint in accordance with established district discrimination complaint procedures.
